Chrome PDF viewer vs this browser PDF editor
The Chrome PDF viewer is the reader that opens when you click a PDF link: it displays the file, fills AcroForm fields, rotates the view, prints, saves, and since 2023 offers basic pen and highlighter annotation. It stops there. This viewer runs in the same browser tab with no install and adds OCR, merging, page deletion and reordering, whiteout, drawn signatures and restriction removal.
What the built-in Chrome PDF viewer can do
Chrome ships with a PDF renderer called PDFium, the same engine used in Edge's older viewer. It is fast, handles very large files, and is good enough that most people never install a reader. Its tool set:
- View with zoom, fit-to-page, two-page view, a thumbnail sidebar and a document outline.
- Find text with Ctrl+F in text PDFs.
- Fill AcroForm form fields and save the filled copy ("Save with your changes").
- Rotate the view clockwise or counterclockwise.
- Print with the browser print dialog, including Save as PDF as the destination.
- Annotate with a pen and a highlighter, and more recently a text tool, on desktop and ChromeOS; the marks are saved into the file.
- Show document properties.
For reading, that is complete. The gaps appear when you need to change the document rather than look at it or fill it in.
What Chrome cannot do with a PDF
None of the following are available in Chrome's viewer, and all of them are common reasons people search for a "PDF editor":
- OCR. A scanned PDF stays unsearchable; Ctrl+F finds nothing. Explained in what a scanned PDF is.
- Merge. No way to combine two files.
- Delete or reorder pages. The thumbnail sidebar is for navigation only.
- Save a rotation. Rotation applies to the view; the file is not rewritten with rotated pages.
- Whiteout or cover content. No shape tools.
- Signature. You can scribble with the pen, but there is no saved signature to place.
- Insert images or stickers, add blank pages.
- Unlock. A PDF with printing disabled stays undisplayable in the print dialog; Chrome honors permission flags.
- Dark page rendering beyond the browser theme.
Chrome also cannot edit existing text, redact, convert or compress, but neither can this viewer; those need desktop software, as the best free PDF editors page explains.

How the two fit together
Keep Chrome as the default reader; it is fast and already there. When a file needs work, open it in this viewer: drag it onto the online PDF viewer, or install the Chrome extension, which opens PDF links from the web directly here. Both paths stay local: the viewer uses pdf.js to draw the page in your tab, and nothing is uploaded.
One thing Chrome does better: filling real form fields and saving the data in them. The viewer shows AcroForm fields but does not edit them as fields, so for a tax form or an application, fill it in Chrome first, then bring it here if you need to append pages, sign, or remove a print lock. Common Chrome PDF problems and where to solve them
"Chrome downloads the PDF instead of opening it." In Settings, Privacy and security, Site settings, PDF documents, choose Open PDFs in Chrome. If the file still refuses, this guide lists other causes.
"Can't search the PDF in Chrome." The file is a scan. Run OCR here and download the searchable copy; see OCR PDF.
"Rotated the PDF in Chrome but it opens sideways again." Chrome rotates the view only. Rotate the page in this viewer and download; the new file keeps the orientation.
