The OCR engine and its language data come from a CDN once, which is the only network activity, and that download contains no part of your document.
On a work machine this is the difference between "I used a web viewer" and "I uploaded the client's contract to a third party." Medical, legal and HR files often fall under policies that forbid the second. If your company restricts outbound uploads, a local-processing viewer is the one that still works.
How to edit a PDF on Windows in three steps
- Open. Drag the PDF from File Explorer onto the drop zone, or click it and pick the file in the standard Windows open dialog. OneDrive folders show up there like any other folder.

Limits you should know
A PDF that asks for a password to open cannot be opened here; you see a "This PDF is password-protected" notice and need to remove the password elsewhere first, as explained in remove a password from a PDF. Fillable forms show their fields but you cannot type into them as fields; add text on top. There is no conversion to Word, Excel or images and no compression. Existing text cannot be rewritten, only covered with whiteout and replaced by new text. Huge scans in the hundreds of pages can run slowly because everything is rendered in browser memory.
